"Barely" Naked
This silly girl wanted to have "naked" tattooed on her lower abdomen, but the tattoo artist forgot to finish the job. By not putting the last dab of ink on her, he/she has left her fully "exposed" to be the butt of all jokes. Or "Barely" Naked, no pun intended.
赤 = bare, red
裸 = exposed

赤裸 (akahadaka, or sekira which also means open/frank) means stark naked in japanese; I guess this was intended to be japanese if the word means nothing to you then :-)
I totally agree it's very amateuristic to leave out a stroke though; if you copy something you don't know anything about, do it right.
赤裸Does mean bare naked or stark naked in mandarin.
If this was meant to be Japanese and wasn't akahadaka, then it not only leaved out a stroke, but also one whole character:
赤裸々 (赤裸裸) sekirara
