Tutor

The top character means “tutor” or “teacher”, however it is done incorrectly and missing a small horizontal stroke.

Is there a Japanese-specific character that looks like a Greek omega, or is it "last teacher/tutor"?

Omega? The closest I can think of would be an upside-down ひ (hi), but even that is a stretch.

Well there is the Japanese hiragana ひ (hi), which kinda sorta looks like an upside-down omega (Ω), but don't blame this one on Japanese. Even if the entire tattoo was supposed to be ひ博高力, this is complete gibberish in Japanese.

Also, not only is 博 written wrong, but so is 高. The horizontal stroke is too long and goes from thick to thin, where it should have a 'serif' at the end.

This penmanship is terrible and it makes no sense.

But isn't 傅 also one of the family names in China?

You are correct, 傅 is also a surname in Chinese.

that happend when u get a tattoo and u dont know what r u getting, this guy give me the character, i asked him if it was rigth, he said yes, ha...im sure my japanesse character on my arm its rigth! a japonesse girl read that one day and i said, Yes!! its rigth! lol
