I have never seen in (welcome) written in such way.

I think they used the wrong character 迊 instead of 迎.

actually 迊 could be right for 迎. In 1977, China has issued another version of simplified Chinese after the current simplified Chinese. That version was in use for a few years, but later was obsolete because it's too simplified.

Here are some other examples:
